Conduct policy, actions, and affairs.
To rule over by right of authority.
To exercise direct influence over.
To hold in check.
As there should be, there were different rules for the young people and adults in Kay's house. Rules to live by are good. Some need more rules than others. But there shouldn't be rules for feelings. How you feel is how you feel. Everyone should be able to express how they feel without fear of repercussions.
